How can I limit the Bandwidth computers on my network receive?

I am on a network with a total of three computers. The others are constantly torrenting and taking so much bandwidth, I receive almost nothing. Is there a way to limit the amount of bandwidth they can consume from my computer? One is on a wireless connection and the other is on a 125 foot cable.

    The internet connections will have equal share of service which will make all the connections go through server so you can control bandwidth or purchase newer router and make.
